"But Rep. Samuel E. Rohrer said he believes that the government has no basis for being in the welfare business.

"Welfare is not a right," said the Robeson Township Republican. "This is not a legitimate function of government. It is something we, as a society, have to be concerned about."

But, he said, the job of taking care of people who need financial help belongs to local charity groups and churches.
